DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTING PROJECT
Byron Public Schools is proposing a $25,280,000 bond referendum on March 11, 2014 to finance the construction of a 90,857 square foot elementary school on the west half of the existing elementary school site. The additional school facilities are being proposed in response to a projected increase in resident enrollment of 16.7% to 20.3% over the next ten years. The projects would be scheduled for completion in the 2014-2016 calendar years.
If voters approve the proposed referendum, the district plans to put pre-school through second grade students in the new elementary facility and third through fifth grade students in the existing elementary school.
If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minn. Stat. § 123B.53, subd. 3, if the bond schedule is approved. The amount of debt service equalization aid, if any, the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. The school board believes that these projects are in the best interest of the district.
REVIEW AND COMMENT STATEMENT
Based upon the department's analysis of the school district's required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commisioner of Education provides a positive review and comment.
