Dodge Center City Council Bituminous pavement chosen for Main Street

Dodge Center's Main Street Project advanced another step Monday night with decisions on a number of items required by the city engineer for further planning. The council also approved an amendment to the city liquor ordinance, received the annual audit report, approved renewal of waste hauler licenses and certified delinquent utility accounts for collection by the county auditor.

The city engineer had a list of 11 design items he asked the council to consider and give direction, not all of which required immediate action. Those the council considered and approved are:

• bituminous pavement on Main Street. Concrete was considered but would cost $90-125,000 more than bituminous, although it's anticipated lifespan is about double bituminous. There would also have been some additional engineering costs;

• narrowed sidewalk on the north side of the public parking lot west of city hall, allowing a landscaped area between the sidewalk and the parking lot. The sidewalk is now eight and a half feet wide and will be narrowed to five feet;

• making 11 pedestrian ramps within or near the project ADA compliant. There are two on the east side of First Avenue E on Main Street, one on the west side of First Avenue W on Main Street, four on the intersection of northwest First Avenue and First Street, and four at the intersection of Central Avenue and First Street N;

• a water main line under First Avenue NW from Main Street to First Street NW;

The council delayed decisions on:

• decorative concrete bumpouts;

• installing additional hydrants on Main Street;

• number and size of utility services to be added to parcels where there currently are parking lots;

• moving the feed point for electrical service for Main Street lighting;

• any changes to the general layout of Main Street in the project plans;

• estimated costs. The feasibility report estimate was $1,766,662.95, including 30% for engineering, administration and contingencies. The revised estimate is $1,700,000;

• anticipated schedule for the project, which calls for submitting plans for state aid and county review by April 2, 2014; council approval and authorization to advertise for bids by April 14; have plans and specs out for bids by April 23; open bids and have Best Value committee score bidders on May 14.

The goal is to start construction on June 2, 2014 and to complete the construction within 90 days.

Amending the city liquor ordinance was done to allow the city to license the Dodge Country Club when it becomes necessary. The state allows local jurisdictions to issue a set number of liquor licenses and each jurisdiction decides for itself whether to issue all it is allowed or to issue fewer than allowed. Prior to amending, Dodge Center had issued all the licenses allowed under the city code. The amendment now allows an additional license to be issued.

The annual audit report shows the city finances to be in good order.

The council approved all five waste hauler license renewal applications.

The council certified 13 delinquent utility accounts to be collected by the county auditor through special assessments against the properties.
